A consitutional question
Where do the states get the right to ''enhance'' the Aticles or law within the US constitution?
i.e, 2nd Amendments rights to ''bear arms'' and a citys right is to restrict that what can be bore(sp).

Amendment 10 to the U.S. Constitution
is one source for such authority:
The powers not delegated to the United States by the Constitution, nor
prohibited by it to the states, are reserved to the states respectively,
or to the people (which would include the right of a state to pass laws intended to reasonably regulate the sale and possession of firearms.)
