Legal Question in Constitutional Law in Virginia

I was contacted by a one eight hundred number about debt collection regarding a debt i apparently owe from 1991. I am confused about the legitimacy of these callers, how can i know they are real Can they collect the debt of five hundred seventy five dollars even though so much time has passed Also, If i choose not to pay, will that hurt my credit? You should ask for written proof of such debt. Furthermore, given the amount of time that has elapsed in the matter, it probably can no longer be enforced(assuming that the applicable statute of limitations has already expired on it).
