Legal Question in Constitutional Law in Virginia
File police complaint to chief of police, who only did damage control. So I wrote the Mayor office and ask for a independent investigation into my complaint. The Mayor forward my letter to the Town lawyer to give me a reply. The Town lawyer wrote me a letter stating the chief of police disposition that was giving two weeks ago to me that the (matter is close). Which is why I wrote the Mayor. Is the Mayor in violation of my Constitutional rights to be heard and answer with a yes or no reply to my request ? What can I do to exhaust my complaint ? And what can I do to protect my rights ?

I would suggest that you contact your local office of commonwealth's
attorney if your complaint involves some crime that was allegedly committed
but (from your perspective) improperly handled by your local police
department, or, if not but rather some civil matter, you may wish to
contact one of your local state representatives to determine whether it might
be something with which they might assist you.
(And, FYI, I can say with confidence that the mayor is not likely to be in violation
of your constitutional rights no matter what answer he may [or may not]
have given you in response to your letter.)
