Legal Question in Constitutional Law in Virginia
There is a Klu Klux Klan rally/march planned in my city which will include protest and a cross burning ceremony. Does the city have to issues a permit for the is march/rally to take place or is it not necessary to have a permit?

Probably, depends upon whether the local city ordinance(s) require
such a permit as well as the criteria for its issuance----similar to another municipality in Illinois called Skokie where a certain twisted group's right to parade there became a First Amendment issue some 30+ years ago.
The city can require a permit if it also requires permits for other rallies and marches of similar size. The content of the KKK's message must not influence either whether a permit is required or, if so, whether it will be granted.
