Legal or not?

Is it illegal to leave a note on someones care if it is parked in an apartment complex and there is nothing harmful to them in the letter?

I agree with Michael, unless, of course, there is some legitimate reason why one should not be leaving a note like a restraining order. If there is a restraining order prohibiting contact leaving a note of any kind could be considered illegal.

If for business reasons, do not expect to get anything out of it unless you are giving something away for free.

No, but this mode of communication is not the best one could select and many folks (including myself) find such notes/notices left on car windshields irritating, and, consequently, they are disposed of, accordingly.
