Is it legal in the state of Virginia to carry and conceal a stun gun? And is it legal to carry and conceal the stun gun while wearing a bullet proof vest?

I see no prohibition in Va. Code Sec. 18.2-311 against carrying stun
guns in any manner, concealed or otherwise.
