What are the steps to start a ministry but not a actual church building

what are the requirments for starting a ministry but not a actual church building i hold down another job so it wont be my only income as most churches here are just a few members mostly country churches as i would like to ordain others

I am not aware of any special legal requirements for starting up a ministry in the manner which you've described.
