Does any person or Agency have the right to tape (without your knowledge)a private telephone conversation for the purpose self incrimination.

Virginia is a so-called "one party" jurisdiction, meaning that as long as at least one of the parties to the telephone conversation consents to the taping, it's ok, for whatever purpose.
