Voting Test Unconstitutional? Or illegal under Voting Rights Act?

Would the use of an objective knowledge test in civics be illegal or unconstitutional? (e.g., how many members of congress are there?, etc.)

It appears it would need DOJ approval if it were a southern state. But what about it?

Without more information as to the purpose of such a test and the context in which it would be used, I doubt that any opinion could be offered on the matter that would be reliable.
