Legal Question in Construction Law in Virginia

I was just informed that I cannot sale a home that I am building in VA because I am not a licenced Class A contractor. I am 90% into construction. I listed myself as the owner/contractor on the building permit when I submitted the plans for approval. I was up-front with the building officer I told them this was not going to be my primary residence this house will be sold upon completion. I have contacted several real estate agents in the area and none of them have ever heard of this so called law? They are telling me I have to live in this house for 2yrs before I can sale it. Is this true? I have talked to 2 real estate lawyers and not one has heard of this law.

You should obtain the specific legal authority
that is being cited as the basis for the claim
allegedly barring you from selling the property and then consult with an attorney if there still appears to be some doubt as to how it may apply to your particular situation.
