Legal Question in Construction Law in Virginia

Construction interence

I am a contractor currently completing a project for the town of blacksburg on a residential street. This was a major sidewalk project . One of the homeowners continues to intefere with the project such as bringing her tools out on town property to adjust what she doesnt like. We just completed hydro-seeding and she decided to rake over our seed. So now ill have to replace it. The town engineering dept refuses to deal with it.. Is there a law about crossing your property line to disturb construction? Thank you

I would suggest that you bring this matter to the attention of Blacksburg's Office of Commonwealth's Attorney to determine whether there may be a local ordinance or even state statute which might be brought to bear on this resident to cease and desist from this interfering (and costly)behaviour.
