Is a contract made by a licensed building contractor enforceable by the licensed contractor if that contractor hires unlicensed subcontractors to perform the work?

Yes, if the licensed contracor subcontracts out to others(whether licensed or not)some of the work covered in the contract, the licensed contractor remains fully responsible for ensuring that such work is performed in a workmanlike manner that will likely meet the reasonable expectations of the other party to the contract.
