Legal Question in Construction Law in Virginia

Final Building Inspection failed. County request for a 3rd party inspector.

I entered into a contract with a general contractor to build a walkup exit from my in-ground basement and coordinate the inspections. I also hired a structured engineer to provide the drawings required by the county. The general contractor reviewed the plans and submitted them to the county for a building permit. Thereafter, the project was mis-managed. What should of taken 2 weeks dragged on for 5 weeks. And continues thereafter as the county inspector failed the final inspection and is requesting a 3rd party inspection. Mentioned something that the areaway was not inspected even though the general contractor apparently called the county and was told one was not needed. Luckily I took pictures during the entire process and provide them to the general contractor. However the county now is requesting a 3rd party inpector. The general contractor asked my structure engineer but he refused due to conflict of interest. The general contractor said he knows of a structrure engineer that he uses for other projects but flips flops on whether the person will perform the task. Also, he claims that it would cost an additional $350.00 which he agreed to split with me. I'm thinking whether a contruction lawyer is worth contacting.

No, not yet (in my opinion). If you retain counsel for any reason in this matter(or even consult with counsel), the attorney's fee will surely exceed by substantial amounts the $350.00 which may be all that it may now take to settle this matter.
