instulation of vinyl siding

I signed a contract with a contractor, in the contract he promised to complete the job in three weeks, it to him two months. Also, during the end of the job he started doing rush work. I was not satified and got tired of going back and forth with him to correct the problem. I owe him a balance of 900.00 and have not paid him. he said he was going to take a lein out on me. who is right here

He could sue you for the $900 which has not been paid, but you could likely defend on the grounds that the job was not completed in accord with previous agreed upon specifications and in a workman like manner that would merit your paying the full contract price.

But, of course, you would need proof sufficient to buttress your claim(s) in civil court and to convince the judge hearing the matter that your adversary should not prevail.
