Can non liscensed contractors legally enter into a contract for home repairs in VA or should it be the liscensed contractor that signs the contract?

Re: Non liscensed contractors
The licensed contrator, obviously, should be the one whose signature is on the contract.

Re: Non liscensed contractors
If signed by a nonlicensed contractor it will be illegal and unenforceable unless the construction has been engaged in substantially and the contractor proceeded with good faith that no license was required.
