What time in the morning can a construction team start drilling and working on a building? What accomodations does the building have to provide to its tenants in this case?

Absent special zoning/noise restrictions pertinent to that area, probably anytime they please.
Not enough information regarding the kind of building involved and nature of the construction underway to answer (in my opinion).
