If a contractor doesn't finish work, how can you get money back? Also, if they leave their tools for a long period of time in your home can you sell them to return your money?

You sue the contractor in the appropriate Virginia
court. If the contractor has abandoned his tools on your premises, you may legally dispose of them as you see fit.
