When is it nessecary for a small business to carry workman's comp insurance ?

Section 65.2-101 of the Virginia Code specifies that any employer with three or more regular employees in the same business in Virginia is required to provide workers' compensation coverage at no cost to his or her employees. "Regular" may also include part-time employees.
