3 day waiver - notice of cancellation?
After being quoted one price for a local locksmith to get me into my car, I was charged much more once they arrived. I agreed to pay out of desperation, but now I see that the paperwork I signed has a ''Notice of Cancellation'' and a ''Waiver of 3 Day''. My credit card was charged for the fees, but can I get my money back? What options do these waivers give me?

You could contest these charges with your card card issuer in writing as unconscionable and effected under duress and at substantial variance to what was initially agreed to with the locksmith.
