Is there an age limit required to smoke an electronic cigarette that has no tobacco but contains nicotine?

What if there is no nicotine or tobacco?

Can you smoke herbal, non tobacco shisha from a hookah if you are under 18?

I am wondering if you must be 18 to possess or use these items, not to purchase.

Best way to find out is probably to go to these establishments that

sell these services/products and see if you see any signs prohibilitng the

sale of these items to minors. (If a minor is free to purchase them,

then s/he can also legally possess them.)
