Legal Question in Consumer Law in Virginia
Auto dealer refuses to return downpayment for a vehicle that was not purchased or ordered by me. I was baited with one vehicle and refused financing, but offered a more expensive vehicle (Bait & Switch). No paperwork was signed other than for a credit report. Dealer states that they had to transport vehicle from California and it needs to be paid for.

You could sue this baiter/switcher in small claims court for up to $5K in order to recover your down payment. (However, I am impelled to ask why you would've agreed to put money down on a car for which you had not signed a purchase contract.)
