what do I need to do in order to make the dealership fix the problem, they have been giving me the run around about a part coming in for almost three months. So the car is parked now.

It would seem to depend upon what your warranty
says regarding what is or is not covered on the used vehicle and for what time period. However, if the vehicle was sold to you AS IS without any warranty coverage at all, then your chances for some kind of recovery may well depend upon whether you can prove some civil charge against the dealership such as fraudulent inducement with respect to the transaction or some variant thereof.
