Buying a car
My question is can a auto dealer ship sale a car to some one knowing that the person does not have a vaild Drivers License?

I may be wrong, but I don't think so. Dealers don't typically know that, nor do they have a duty to you to determine whether licenses are valid and not suspended, etc. Even a 10 year old can own a car and be on the title, they just can't legally drive it.

Of course, a car dealer can sell and ship a vehicle to an unlicensed driver-purchaser. (One need not be a licensed driver to buy an automobile.)
