Can I cancel a contract if it is within 3 days?

If the contract is one covered by the Virginia Home Sales Solicitation Act
whereby the seller solicitated the sale which you may now wish to cancel by calling you on your home telephone or visiting you at your place of residence, then yes, you would have that three day window to change your mind and to cancel the contract with no penalty.
Otherwise, no, unless the particular contract at issue specifically provides for such right of cancellation.
