Legal Question in Consumer Law in Virginia

Car dealership repairs

My car 2 months ago would not start, i called the original dealer and they said have it towed in. I decided to tow it to another mechanic who prepaired a written statement that the only the wrong was the starter interrupt device installed. They were able to get the car to start. A week later same problem so this time I had it towed to the dealer who charged me for a 300 tune up. Stating nothing was wrong with the box. Now last week car wouldnt start again same exact symptoms took it to same dealer different location and they determined it was the box. I Called to get my money back for the tune up I did not need and now they are saying that it was my rotor button even though the head mechanic told me when originally repaired that my spark plugs had all gone bad and thats why we needed a tune up. we had also originally asked why he couldnt just change the spark plugs he said their policy is to do a full tune up. So I need to know where I stand to recover the money that was spent, The mechanic that just recently repaired the car took 30mins to determine that the box was resetting itself. This is a device the dealer installed and requires the purchasor to maintain until the loan period is complete

Thank you
