Legal Question in Consumer Law in Virginia
In the commonwealth of Virginia, can a seller on Craigslist be sued by a rejected buyer (for "time and expenses..."), after the seller had agreed via email that that he would meet and accept the offer?

Yes, can be sued for anything. Whether buyer wins is another question entirely. I don't know all the exact facts and details of your case, but in my opinion, will not likely recover such items in Virginia courts. Caveat emptor (buyer beware) is likely still alive and well in Virginia, despite the enactment of various consumer statutes to the contrary.
