Well, obviously no.
Do you mean if there is an unpaid bill?
Yes, he can make a claim against the car for an unpaid mechanics bill. But I believe he would have to go through the court to sue you for the money, and then sell the car based on the court order.
Who would want to "buy" a car without getting good title?
There may be an abbreviated process for a car mechanic to get paid on their unpaid bill, and I would look this up in more detail, if you gave us more information about what situation you have in mind.
