On March 25, I gave a investers and birthday party on this day at one of the Days Inn Hotel. I reserved the banquet room for this, I was informed that the room would be cleaned for this party. On the day of the party I arrived One hour early and found the room a mess. I feel that the hotel should reimburse me. Do I grounds to demand my money back. Since the room was not ready.

The first question is whether you went ahead and had the party anyway, or was the party cancelled because the room was not available? If you did have the party, then you don't have a contractual right to get your money back, because you accepted the room as it was, which was a waiver of the contractual term requiring the room to have been cleaned; otherwise, then yes, of course you can get your money back. You might also go to the library and look up Virginia Code section 59.1-200; that's the laundry list of "prohibited practices" that trigger a violation of the Virginia Consumer Protection Act. If, for example, they made a "false promise", you may be entitled to a minimum of $500 plus attorneys' fees if the other elements are met (you were a "consumer", they were "suppliers of goods or services", etc.).
