Legal Question in Consumer Law in Virginia

Ebay Purchase

I purchased an item off of ebay from a seller in California last summer. I am in Virginia. The initial item arrived (an outdoor rug) and within a month the item started to warp and fall apart. I contacted the seller and they took several months to contact me back. Finally they sent me a replacement rug stating the the original wasn't intended for outdoor use. The replacement was supposed to be for outdoor use. I received the replacement at the end of summer so instead of putting it out, I put it in the garage with my other pation things. I took it out in late May or early June this year and within a month the rug started to fall apart again. Again I contacted the company several times over several months before anyone would return my emails or phone calls. Finally, yesterday I received an email from the manager telling me that the replacement was a final one and he would not replace it or refund me. I never agreed to this being a final replacement and would have asked for a refund instead. How do I go about filing a lawsuit to get reimbursed for this since the company is in California and I am in Virginia?

If the company does sufficient business in Virgina(even if it's all cyber-business), you may be able to sue them in a Virginia small claims court for your damages up to $5000.
