filling a civil suit
how can i file against a company that built our deck. the deck is falling apart

You must first send them a letter demanding that the company repair the deck by a date certain(assuming that the deck is still covered by some form of warranty or guaranty of workmanship under the contract to perform the work).
Then, if they refuse your demand, you can file suit for your damages in your local small claims court for up to $5K (which you can do yourself without an attorney).
