Legal Question in Consumer Law in Virginia
When my friend (who lives in VA) was married and his wife needed a car his brother purchased one for them. The deal was that my friend would pay his brother car payments(at the time his wife was not working) and his brother had a lien put on my friend's truck as collateral. Well, now my friend is divorced and his exwife went to school and has found a job. She had agreed that she would take over the car payments once she started working, but my friend's brother won't allow it. If my friend relies on the exwife to pay him and in return he give the money to his brother, he runs the risk of the ex not paying and thus losing his truck. Is there any way to get a document signed by my friend and his exwife stating she will take over the car payment and somehow release the lien on his truck? What can he do?

No, I do not believe that this lien could be released
under the circumstances described.
