frozen checking account
Is it within the legal rights of a bank to freeze your checking account for non payment of a credit card?

Yes, probably, if it's the bank's own credit card which was not paid. However, if such is not the case and the unpaid credit card belongs to an unrelated financial institution or entity, then the bank would've needed to have been properly served with a garnishment or levy for this particular bank account in order to freeze it.
