Legal Question in Consumer Law in Virginia
Does an HOA BOARD in Spotsvillvania county, virgina have the right to impose userous, onerous fees at will? If a tenant has a balance of any sort do they have the right to impose a compounded late fee?

Depends on the documents and the circumstances, etc. Usury, no. Need to look at HOA docs and anything you signed and also need to research some Virginia law on this. Good luck.
