Home Owners Associations

If in a HOA meeting it is decided and voted on that each lot owner is to pay a sum seperate from the regular dues to have the neighbor hood road paved and given 45 days to pay it, does each home owner HAVE to or are they legally bound to pay even if they were not at the meeting or signed any type of proxy for vote in their absense?

If the special assessment was voted by a majority of the members of the quorum required under the HOA bylaws, then all members would be bound to pay their apportioned share of the assessment irrespective of whether they were in attendance at the meeting or had submitted their particular proxy to be counted among the votes.
