Legal Question in Consumer Law in Virginia
Lacquer ware was shipped to us from Viet Nam. We have received the arrival notice. Charges are three times what the lacquer ware is worth. Are we obligated to pick up and pay these charges.

If you agreed to buy something at a particular price, then you are obligated to pay the charges.
The question is what you agreed to buy and what you agreed to pay.
it is not clear from your question if they are charging you more than what you agreed to pay.
You are obligated to pay what you agreed.
Also if you are saying that what you got was not what you agreed to buy, then of course you can object on those grounds.
Often you woud have the right to reject the merchandise. But there must be a lot of costs shipping it from Vietnam.
It might be better to reject the merchandise and pay the costs of sending it back.
