is it legal for a judge to take your permit, for a debt you owe?

Probably depends upon what the debt was incurred for.
If it involves your failure to pay court costs or some other judgment
resulting from your operation of a motor vehicle in the Commonwealth,
the law very likely allows for such action on the part of the black-robed one.
