Legal Question in Consumer Law in Virginia

I took my muscle car to an independent repair shop. We verbally said 550 and 600 to take out engine clean it, paint it, fix oil leak, and fix gearing. The mechanic said he could do that but would have to get to it when he could. I have called daily and it has been almost 5 months now and they keep saying t wil be next week and then that wek comes and they still not finished. If I try to rush them they threatened increased labor charges. What can I do and how do I get my car back> Thanks
