Can a utilities company deduct a payment from someone other than yourself for a balance due on an account? After discontinuing service a balance was deducted from my daughters account for a remainder of a bill withour my or her authorization. She had used that card before for my account but it was not the primary card on the account.

If this card had been previously offered to this utility company to pay a particular account, and a balance remained due and owing on the account after service had been disontinued, I see no reason as to why the utility could not charge to this card this amount that was apparently still owed on the account.
