How can I sue for compensation from the post office, due to negligence in delivery? i.e. I have to recertify with DCJS every two years for unarmed and every year for armed. I've lived at my current resident for over a year now. I receive mail from other states, but when it comes to local mail being delivered its returned to sender. It has cost me over 4weeks of work time and I want to be compensated for it. I'm not sure what category this falls under to file the law suit.

The USPS is a quasi-govermental entity and likely has the same general claims to immunity that any other agency of the federal government would have, and, consequently, even if you could prove that it was actually negligent in the delivery of your mail,
(which is not at all clear under the facts described), your suit would likely face dismissal on grounds of sovereign immunity.
