Providig Cigarettes to minors
I know an adult who is providing cigarettes to minor. She lives in the state of Virginia. Isn't it illegal to provide cigarettes to minors. I know that stores cannot sell them. What is the law when it comes to an individual buying cigarettes and giving them to minors.

I suppose you could make an argument that this is contributing to the delinquency of a minor, but I am not sure you can do much to stop this.
