Legal Question in Consumer Law in Virginia

I purchased clothes at a popular e commerce site. I had a money off coupon code. I put the code in the transaction but no where did it take the coupon off the total - there was a notice it would take the coupon off AFTER I paid. So I paid and it didn't take the coupon off the total. I emailed the site and they said that the coupon wasn't good - had expired - that is ok - but aren't they required to let me know before the transaction was completed? Seems as a consumer I have a right to know what the final total is going to be BEFORE I checkout not after. Seems like bait and switch.

I emailed them and they said they didn't have the setup to show it before (all other similar sites show it before in fact this is the first time it didn't show) - basically I got "tough" from them. Is this legal?
