Legal Question in Consumer Law in Virginia
I purchased silver coins, from a metals trading company the goods were never shipped to me I requested a refund but the trader is refusing to refund my money.
can I sue the company for damages resulting from them holding my money for 7 months and the price of silver going up so making it more expensive for me to purchase silver coins. They have I believe breached the contact to deliver the goods to me.

Yes, if everything is provably as you claim, you should be able to recover
not only your compensatory damages (the cost you paid for the never received coins), but also your consequential damages resulting from the breach of the contract (the increase in the value of the these coins over the course of the breach).
