If a person was charged with a misdemeanor say not returning 150.00 in library books, and later the state changes the law and made the crime a felony ($100 instead of 200), can they then turn around and charge him with a felony?

No, the crime which must be charged is the offense which was in effect at the time it was allegedly committed.
