Legal Question in Consumer Law in Virginia

I booked a 15-day trip to Egypt including a Nile cruise from Aswan to Louxor. I just realized that they modified/or booked me on a trip with a different itinerary. Can I ask for a full refund without fee or penalties.
Their argument is that I will visit all the same locations but the main reason why I chose this trip was for the specific cruise that went from Aswan to Louxor and not the other way around.

Yes, if there's been a material change in your trip intineary to which you have not agreed, you should be able to get an adjustment in that itineary which allows you to receive the initial benefit of what you bargained for, or, in the alternative, a full refund if for whatever reason such an adjustment cannot be now accommodated.
