Legal Question in Consumer Law in Virginia

Verbal contract

My husband and I applied to rescue a dog from a local organization. They contacted us last Monday and said that we were not approved. There were some descrepancies, which I explained. They said that they would review the application again and contact me back. On Thursday, the president of the organization contacted me back to let me know that we could come and pick up the dog on Sunday at the local pet store. I confirmed everything with him and I agreed to meet him Sunday. When my husband and I arrived on Sunday they stated that they had reconsidered and decided not to let us have the dog.

What type of contractual obligation do they have? They have also violated a bilaw with the Veterinary Board of Medicine by contacting my vets office and asking personal questions about my pets. Is there a route that I can take to 1.) Make sure that this does not happen to anyone else looking to adopt a dog 2.)To get the organization to approve my family to get the dog.

I would doubt that your proper recourse for the situation which you've described lies within the legal arena, so to speak. More likely, you should be talking with someone in a supervisory or management role at this organization in order to resolve whatever problems or impediments that are supposedly keeping you from getting a dog.(You stated that you spoke with the president of the organization on Thursday but don't clearly indicate who in fact was giving you the run around on Sunday when you went to pick up the dog.)
