Does Virginia law require a car dealership to tell the car buyer that a vehicle has been in an accident

No, unless the prospective buyer specifically asks the seller about such a
matter who then must truthfully disclose the information or face possible civil liability for misrepresentation in the matter.
The above is another example as to why a used car buyer should
always be requesting a CarFax report before completing the purchase.
