I am a 1099 worker and the company who pays me was sent an garnishment on my 1099 income, can they garnish my 1099 income and if so how would we determine the disposable earnings on a 1099 worker?

Yes, the income/compensation earned by a 1099 independent contractor is also subject to garnishment in the same manner that a regular employee's wages might be. And, the same 25% cap on the amount of the ganishment after all mandatory deductions should also apply.
