Legal Question in Credit and Debt Law in Virginia

9 year old bill

I recieved a bill today from Verizon saying in 1997 for three months my exboy friend had service in my name with my permission. The bill is $1003.00 for three months. I know nothing about this and told them so they said I have to pay. Can they do this after 9 years. I am in shock Here is there anything I can do? They said I could charge hi with fraud but I do not want to do that he is now in federal prison and is straighting his life out, neither of us need this right now.

There is a 3 year statute of limitations on an open account.
