can an automobile dealership submit loans to your bank without your permission or signature?

Not sure what you mean by "submit loans." Probably not, but how would they know it was your bank if you did not give some form of "permission"? The loan process will typically involve some sort of application from you with info from you.

I am not sure what you mean. We need more information to answer the question. But if you mean can they take payment from your bank without your approval or permission, no. Do you mean ask your bank about you to decide whether to approve the loan? Well, anyone can ASK your bank, but your bank should not answer without your permission. However, by applying for a loan from the car dealership, I would be fairly confident that somewhere on the application form it included text giving them permission. By signing the application you are asking them to give you a loan, so you probably gave them permission somewhere on the application for a car loan.
