can a case be made against someone who owes another person money in the amount of $210, or would the person be better off taking the matter into his/her own hands?

I don't know if it is "better" or not, and I don't know what it means to take matters in to your own hands. Peaceful of course.
Yes, you can file a Warrant in Debt in small claims court or general district court for as little as $210. You would have to pay the filing fee of something like $37 + $12 service fee. If you succeed, you would be able to collect those court fees from the debtor.
